If you ever get caught i their traffic, you won't call it peaceful; I think the horn is connected to the brake. 
And they obviously have other rules than us, it seems like green light: go, red light: just a suggestion.
But they are were creative: if there are painted 3 lanes on the road, they also see it as an suggestion and drive i 4 lanes...
Not to mention their scooters...it looks suicidal.
Italy is one of the few countries in Europe where I never have driven a car
