I have not, yet, had any real problems with Riddlemakers beside their missing actions to promote business on their islands - as an example the former flourishing life on Jubilee is nearly dead today because of missing supplies. A solution could be to build an Trading post to attract Merchants, but they would inly build one in the Jade archipelago, not on Jubilee.

But the real problem is, that they can decide to remove a flag from the map, if they want.
